European Charter of Patients' Rights

The European Charter of Patients' Rights is based on the Nice Charter of Fundamental Rights. The European Charter of Patients' Rights has been prepared taking into consideration the content of the documents on patients’ rights issued by WHO and the European Union as well as the exemplary acts and attitudes of health professionals and the parameters about health services. The starting point of the document is to provide the individuals' the right to access to health services and to abolish especially financial obstacles put forward against this right. The purposes of the document is to ensure that the rights of the individuals are provided while getting health services and that these rights are not violated. Other purposes are that a harmony is attained among European countries in terms of patients’ rights and that violations of patients’ rights possible to arise from national health systems are prevented. In our study, the European Charter of Patients' Rights has been translated into Turkish.

Avrupa Hasta Hakları Şartı, Nice Ana Şartını temel almıştır. Şart, hasta hakları ile ilgili DSÖ’nun ve Avrupa Birliği’nin yayınladığı belgelerin içeriğini, sağlık profesyonellerinin örnek eylem ve tutumlarını ve hizmetler ile ilgili parametreleri de göz önünde bulundurularak hazırlanmıştır. Belgenin çıkış noktası bireylerin sağlık hizmetlerine ulaşım hakkının sağlanması ve bu hakkın önündeki özellikle mali konularda ileri sürülen engellerin kaldırılmasıdır. Belgenin amaçları ise; bireylerin sağlık hizmetlerinden yararlanırken haklarının sağlanması ve ihlal edilmemesi, hasta haklarına saygı bağlamında Avrupa Ülkeleri arasında bir uyumun sağlanması ve ulusal sağlık sisteminden kaynaklanabilecek ihlallerin önlenmesidir. Çalışmamızda Avrupa Hasta Hakları Şartı'nın Türkçe çevirisi yapılmıştır.
